Speaker of Parliament Alban Sumana Kingsford Bagbin has invalidated the passage of the Human Sexual Rights and Family Values Bill, 2025, citing procedural irregularities during its final approval.
Addressing the House today, Bagbin said the circumstances surrounding the bill’s passage on Friday, May 29, 2026, raised serious questions about compliance with Standing Orders 170, 171, and 172, which govern the legislative process.

The Speaker called on both sides of Parliament to revisit the bill to ensure proper procedure is followed.
He noted that while the legislation is widely supported by Ghanaians and was presented as a bipartisan initiative, laws of national importance must be passed in strict accordance with established rules.
Bagbin stressed that the invalidation was based on procedural grounds and not the substance of the bill. The House is expected to re-table the bill for consideration.
The Human Sexual Rights and Family Values Bill, 2025, seeks to criminalize LGBTQ+ advocacy and related activities. Parliament had announced its passage last week before the Speaker’s intervention.
